The Higg Index consists of two main verification frameworks, namely the Facility Environment Module (FEM) and the Facility Social & Labor Module (FSLM). It was developed by the Sustainable Apparel Coalition (SAC), a coalition of brands, retailers, manufacturers, governments, non-governmental organizations, and academic experts. The SAC is committed to reducing the negative impacts of global apparel, textile, and footwear manufacturing and sales on the environment and society.
